Financial institutions are looking to a prospective agreement with the European Central Bank by the end of the month, hoping to ease the tensions that have gripped the euro zone in recent weeks, banking sources said Tuesday.

The sources told Reuters the trade unions representing bankers will likely try to reach a deal later this month in the latest attempt to prevent bank runs and deposit outflows from the financial sector in the single currency bloc.

“The unions have not yet agreed on a paper, but an agreement is expected at the end of the month and before the ECB meeting,” one source said.

At a media briefing Tuesday, a vice chairman of the European Banking Federation said that a banking supervisory deal had been reached, and that the agreement was being signed now. He did not elaborate further.

The talks with the trade unions have intensified after more than 20,000 people marched through Paris last weekend in protest of the banks’ so-called bonus culture.

Banks have been struggling to find a way of appeasing angry depositors — some of whom have withdrawn around 17 billion euros ($21.7 billion) over the past four weeks — without breaching EU rules.

So far, the ECB has not yet said publicly whether it is ready to consider such a deal.

“It seems we have reached an agreement,” Denis Ducat, chairman of the Federation, told the media briefing.

He said the agreement involved changes to the regulation of bonuses.

“The issues of the bonus culture and governance in the banking sector are at the center of a very deep shift of European societies,” he added.

According to a draft of the text presented at the media briefing, the banking supervisory mechanism would not include new powers, but would facilitate the “real-time” use of funds.
