WASHINGTON (Reuters) – U.S. Representative Jeb Hensarling, the chairman of the U.S. House Financial Services Committee, on Thursday proposed cuts to regulations that he said were stifling the economy.

Hensarling, a staunch conservative and former small-business owner who represents Dallas, said Congress should instead focus on cutting taxes, entitlements and regulations.

“I think there has to be a change in our view of government, of the American people and what Washington, D.C., can and cannot do for you,” Hensarling said in an interview with Reuters.

“It is not the role of government to regulate, regulate, regulate,” said Hensarling, whose committee oversees banking, housing and securities law, among other things.

Hensarling also proposed a number of ideas for overhauling the $19.9 trillion U.S. debt, including changes to the rules that determine how long an investor can hold a bond and the levels at which interest rates can be set.

He said Congress should require publicly traded companies to use market-based mechanisms to set dividends, instead of relying on special statutory laws that limit the size of dividends or require companies to finance them with shares or bonds.

“We should revisit those old, poorly-designed laws,” Hensarling said.

He also said Congress should require a “global system of capital” so that companies can borrow abroad if needed to cover short-term needs, such as paying dividends.

“It is time for the United States to embrace a global system of capital,” Hensarling said. “We need to get away from that system of highly-localized capital.”

Congress should also review requirements that allow companies to pay U.S. taxes at rates well below the ones they face in other countries, Hensarling added.

It was not clear how many of Hensarling’s proposals can become law. The Republican-controlled U.S. Senate rejected six of his 11 recommendations in July.
